GRANT BOYKEN
Grant has two decades of California state government experience focused primarily on retirement and health policy and benefit programs. He has a wide scope of expertise that includes policy research, legislative advocacy, communications, stakeholder relations and program implementation.
As Deputy State Treasurer, Grant represented the State Treasurer as chair of the California Secure Choice Retirement Savings Investment Board. During his tenure in this role, he guided the Secure Choice Board’s completion of a feasibility and design study for a state-administered retirement savings program for California private sector employees who do not have access to retirement savings plans at work. Grant also oversaw stakeholder outreach that enabled the board to receive meaningful input from employer and employee organizations, and to build and lead the coalition that successfully advocated for legislation allowing the board to establish the program now known as CalSavers.
Prior to his role as Deputy State Treasurer, Grant served as the executive director to the Secure Choice board and also served as a designated representative of the State Treasurer on the governing boards of the California Public Employees’ Retirement System (CalPERS), the California State Teachers’ Retirement System (CalSTRS) and the California Earthquake Authority.
Most recently, Grant served as the Public Affairs Executive Officer for CalSTRS, the largest educator-only retirement system in the world. In that capacity, Grant oversaw the retirement system’s marketing and communications program as well as governmental and stakeholder relations.
Grant has a master’s degree in sociology from the University of California, Davis and a bachelor’s degree in psychology from the University of Wisconsin, Madison.
