PAULINA DIAZ AGUIRRE
Paulina Diaz Aguirre, is a public finance optimist committed to helping organizations use data analytics frameworks to drive further impact on their system-change work and development of best practices. She has a wide scope of expertise that includes policy research, economic analysis, and retirement savings innovations, as well as philanthropic development within these spaces.
At Massena Associates, Paulina works on research, writing, and analytical initiatives. She also serves as editor for Retirement Security Matters, a biweekly newspiece on retirement savings innovations, where she helps oversee operations and research efforts focused on advancing workforce retirement security.
Paulina has woven together a career of public service and philanthropy, firmly rooted in data-driven strategies to maximize people’s opportunities through public policy, research, and innovation. Currently serving as the Chief Financial Officer at Harris County Precinct 4, she spearheads finance operations, strategically shaping data-driven planning and optimizing performance for fiscal responsibility and efficient, measurable government operations. Her journey at Harris County spans various roles within Precinct 4 and the Office of County Administration. Prior to joining Harris County Government, she held several roles at Arnold Ventures, a philanthropy dedicated to solving some of the nation’s most pressing issues. Paulina served as Public Finance Manager, overseeing strategy, performing policy research, and grant-making to ensure a more equitable public finance system, focusing on retirement policy. Prior to that, she served as Manager to the Office of the Co-Chairs as well as Chief of Staff to the Results-Driven Government team.
Before entering the field of philanthropy, Paulina worked for the Mexican Tax Administration Services, where she helped to oversee the use of data in tax collection and administration. She also previously served as the Director of Fiscal Policy in Mexico City, where she designed new policies and implemented corrective actions to encourage local revenue growth.
Paulina holds a Master's Degree in Economics and Public Policy and a Bachelor's Degree in Economics from Tecnologico de Monterrey.
